Digitoll is introducing electronic interaction at border crossings – make sure your company is ready with the right certificate and signing solution to meet the new requirements.

What is Digitoll?

Digitoll is Norwegian Customs’ initiative for digital customs processing of goods imported into Norway. This means that all necessary information about goods and transport must be sent electronically to Norwegian Customs before the the vehicle arrives at the border. In this way, Norwegian Customs can pre-process and risk assess consignments, making border crossing more efficient. From 2026, digital registration of goods and information will be mandatory for all modes of transport.

Who does digital customs clearance apply to?

All companies that have a duty to declare goods must deal with Digitoll – whether they do it themselves or via a customs representative. Typical target groups are importers, freight forwarders and IT suppliers who offer logistics and customs systems.
Digitoll is already in use today, for example in connection with the EU’s new security system ICS2 (Import Control System 2), which requires advance notification of goods from third countries. Companies can either integrate directly with Norwegian Customs’ APIs or use a service provider that offers Digitoll integration.

Enterprise certificate / eSeal – the key to digital interaction

In order to submit data and messages to Norwegian Customs, a secure identification of the company is required. This is solved by using a Enterprise Certificate / eSeal issued to the company. The company certificate acts as the company’s digital ID card and is used for authentication and signing of messages in Digitoll.
Once your company has a valid certificate, Customs can verify who is behind the submitted data, and you get access to Customs’ interface for electronic interaction.

  • Requirements in Maskinporten: Digitoll uses Maskinporten to provide access to the APIs. Your business must have a business certificate from an approved provider (e.g. Commfides) in order to authenticate through Maskinporten.
  • One certificate per organization: One certificate is required per organization number. The certificate is issued to the business (legal entity) and ensures unique identification. If you have several entities with their own organization numbers that are to report separately, each must obtain its own certificate.
  • Secure data exchange: Messages signed with a business certificate provide integrity and encryption. The recipient (Norwegian Customs) can trust that the information comes from a legitimate sender and has not been altered along the way.
  • Meets standards: Commfides’ business certificate (also called organization certificate or e-seal) complies with Norwegian and European standards (eIDAS/SEID). This means that the certificate can be used across a number of public services in addition to Digitoll, such as Altinn, NAV, Helsenett and others.

The eSeal is delivered to the registered recipient on a smart card. The PIN code is then sent digitally.

Digital signing for Digitoll documents

Frequently asked questions about Digitoll and Enterprise certifikate / eSeals

To get started with Digitoll, you must first register your business with Norwegian Customs (via an online form at toll.no). You must then obtain a Enterprise certificate and set up technical integration with Maskinporten and Tolletaten’s API. Your system supplier will often be able to help with the integration. Briefly summarized:

  1. Register your company as a Digitoll operator with Norwegian Customs.
  2. Order a Enterprise Certificate (for test and production) from Commfides. You order easily here.
  3. Ask Norwegian Customs for access and setup for API (scope/access management).
  4. Integrate your system via Maskinporten and start submitting data electronically.

Once this has been done, you should test the solution thoroughly before going into full production. Norwegian Customs offers test environments so that you can try submitting messages without consequences.

Right now (2025), Digitoll is available and recommended, but not absolutely mandatory for everyone yet. A requirement for digital advance notification (ICS2) has been introduced for air freight, and from 2024-2025 more modes of transport will be phased in. The mandatory use of Digitoll for the notification and information obligation comes into force in 2026. This means that by that time, everyone who transports goods into Norway must report electronically. It’s a good idea to start the transition now, as early experience provides a smoother transition and benefits such as faster border crossing.

You need a standard Enterprise certificate (also called eSegl or eSeal). Commfide’s Enterprise Certificate is at a qualified level and meets all requirements. The certificate must be of a business type (i.e. linked to a legal entity/organization number) and used for authentication in Maskinporten. An ordinary personal certificate (BankID, etc.) cannot be used for this purpose.

There are several service providers (system suppliers) that offer solutions integrated with Digitoll, such as freight forwarders with their own portal systems or logistics companies with customs systems. If you use such an external solution, they will often handle the technical integration with Norwegian Customs for you. Some suppliers can submit messages on your behalf under their certificate, while others require you to provide your own. Either way, your business must be registered as a Digitoll actor. Even if you use a third party, it can be useful to have your own business certificate – it gives you the flexibility to change supplier later and use the certificate for other purposes.

Yes, technically a Enterprise certificate can be used for more purposes than Digitoll, but it is not recommended. The Enterprise certificate is the company’s digital identity, and if it is used for multiple services, the company can easily lose track of where it is used and who has access to it.
For security reasons, it is therefore recommended that you use a Enterprise certificate per digital service.

The cost is 6 200 NOK for 3 years of validity.

Once we have received and approved the order, the eSeal will be sent to the recipient in the order.

Only an authorized signatory or an authorized signatory in accordance with the national business register can sign the order for a Enterprise certificate. The approval process for ordering and issuing eSeals is regulated in accordance with the eIDAS legislation.
