When do you need a Business Certificate for Digitoll?

A company certificate is relevant when you need to send Digitoll messages directly to Norwegian Customs via API, or set up a technical solution for Maskinporten. Choose the situation that suits you best to see if you need a business certificate:

1. We will send Digitoll messages directly via API

You will then need a company certificate for setting up with MachinePort.

Recommended choice:
Order a business certificate for production. If you want to test first, you should also order a test certificate.

2. We use a system provider or customs representative

The first step is to clarify who will actually be submitting the Digitoll messages, and who will be technically authenticating themselves to Norwegian Customs via Maskinporten.

The company certificate must be issued to the company that will authenticate itself. If you are submitting the messages yourself, the certificate must normally be issued to your company. If a system supplier or customs representative submits on your behalf, you must clarify who is responsible for authentication in the technical solution.

Recommended choice:
Clarify the division of responsibilities with the system supplier or customs representative before ordering.

3. We will only send declarations in TVINN

If you are only sending declarations in TVINN, you do not normally need a business certificate for this alone.

Recommended choice:
Business certificate is only relevant if you are also going to send Digitoll messages via API or use a solution that will authenticate itself against Maskinporten.

Choose the right certificate

If you are going into production with Digitoll, you need a Business Certificate for Production Environment. If you want to test the integration first, you should order a Test Certificate for test environment. Many companies will need both.

Enterprise certificate

For production environment and operation against the Machine Gate. Price: 6200 NOK for 3 years, excl. VAT.

Test certificate

For development, integration and testing before production deployment. Price: 3100 NOK for 3 years, excl. VAT.

1. Order a certificate online

Fill out the order form for Business certificate here. Test certificate can be ordered here if you need a certificate for test environment.

2. Sign digitally

When ordering a company certificate for production, a person with signature rights or power of attorney must sign the order. Test certificates can be ordered without a signature.

3. Delivery

The business certificate is delivered to the registered recipient, and the PIN code is sent separately digitally. Normal delivery time is approx. 3 working days after the order has been received and approved.

Important Digitoll deadlines

Digitoll is being introduced in stages, but two dates are particularly important for businesses that bring goods into Norway:

September 15, 2026
Digital fulfillment of the notification and disclosure obligation will be mandatory.

March 1, 2027
The direct drive scheme will be discontinued, and goods must be declared before or at the latest when crossing the border.

What is Digitoll?

Digitoll is Norwegian Customs’ solution for digital customs clearance of goods imported into Norway. This means that all necessary information about goods and transport sent digitally to Norwegian Customs before or at the latest at the border crossing. The aim is to improve the flow of information and make border crossing more efficient. From September 15, 2026, digital fulfillment of the notification and information obligation will be mandatory for businesses that transport goods into Norway. The requirement applies across all modes of transport.

If the company is only going to send declarations to the Digitoll dispatch unit in TVINN, it does not normally need a company certificate for this alone.

If your system supplier or customs representative submits on your behalf, it may be their technical setup that determines the certificate requirement.

Digitoll can already be used today, but the most important requirements are being introduced in stages. From September 15, 2026, digital fulfillment of the reporting and disclosure obligation will be mandatory.
From March 1, 2027, a declaration will be required at the latest when crossing the border, at the same time as the direct driving scheme is discontinued.

If you want to send Digitoll messages directly via the API, you should therefore not wait too long. Testing, access to the API, company certificate and setup against Maskinporten should be in place well before the deadlines.

Start by clarifying how you will be submitting information to Norwegian Customs: directly via API, via a system supplier or via a customs representative. If you are going to send Digitoll messages directly via API, you will normally need a company certificate for setting up with Maskinporten.

Then you should:

  1. Clarify whether you need a test certificate, a business certificate for production, or both.
  2. Order the right certificate.
  3. Apply for access to Digitoll-API at Norwegian Customs.
  4. Set up technical integration with Maskinporten and Digitoll.
  5. Test the solution before going into production.

Yes, the Business Certificate can be used in several public and private services where the business must identify itself digitally. Examples of applications where Business Certificates are used are in technical integrations with public services such as the Tax Administration/Population Register API, Elhub, in the municipal sector and with Helsenett.

ICS2 is the EU’s system for advance notification of goods from third countries. Digitoll and ICS2 are both about digital information flow before border crossing, but they are different schemes with different requirements.

For Business Certificates to Digitoll, it is particularly relevant to submit via API and set up against Maskinporten.
